HOUSE RESOLUTION

  
 
2    WHEREAS, The Central Illinois Economic Development 
3Authority  was created by Public Act 94-995 to coordinate the 
4development of infrastructure and job-creation efforts in the 
5central Illinois region; and
  
 
6    WHEREAS, The Central Illinois Economic Development 
7Authority, by law, is responsible for supervising public 
8efforts by the State and units of local government to develop 
9infrastructure and create jobs within the counties of Macon, 
10Sangamon, Menard, Logan, Christian, DeWitt, Macoupin, 
11Montgomery, Calhoun, Greene, and Jersey; and
  
 
12    WHEREAS, Many of these counties are suffering from high 
13rates of unemployment and other negative effects stemming from 
14the worldwide economic recession; and
  
 
15    WHEREAS, The Central Illinois Economic Development 
16Authority Act requires that the Board of Directors of the 
17Central Illinois Economic Development Authority consist of 15 
18members including the Director of Commerce and
     Economic 
19Opportunity, or a designee of that Department,

3 members 
20appointed by the Governor, and one member appointed by the 
21county board chairperson of each of the following counties: 
22Macon, Sangamon, Menard, Logan, Christian, DeWitt, Macoupin,

1Montgomery, Calhoun, Greene, and Jersey; and
  
 
2    WHEREAS, Although the Central Illinois Economic 
3Development Authority was created in 2006, the Governor has not 
4appointed his 3 members of the Board of Directors of the 
5Central Illinois Economic Development Authority as of November 
619, 2010; and

  
 
7    WHEREAS, Because the Board of Directors is not fully 
8constituted, the Central Illinois Economic Development 
9Authority is not able to effectively help persons and entities 
10who are being negatively affected by the economic recession; 
11therefore, be it
 
12    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 
13NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 
14we urge the Governor to make his appointments to the Board of 
15Directors of the Central Illinois Economic Development 
16Authority, so that the Authority may commence full operations 
17and carry out the responsibilities assigned to it by law; and 
18be it further
  
 
19    RESOLVED, That a copy of this resolution be presented to 
20the Governor.
