Amends the State Comptroller Act. Provides that the Comptroller shall not draw a warrant on the treasury for an amount that is less than $5, unless the person owed the funds makes a request, in writing, to the Office of the State Comptroller that the Comptroller draw the warrant. Provides that the Comptroller shall adopt rules to implement the requirement. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The State Comptroller Act is amended by changing |
| 5 | | Section 10.01 as follows:
|
| 6 | | (15 ILCS 405/10.01) (from Ch. 15, par. 210.01)

| 7 | | Sec. 10.01.
|
| 8 | | (a) On ascertaining the amount due any person from the |
| 9 | | treasury or from
other funds held by the treasurer, the |
| 10 | | comptroller shall draw his or her warrant
on the treasury or on |
| 11 | | such other funds as may be appropriate for the sum
due. |
| 12 | | Warrants shall be directed to the State Treasurer as an order |
| 13 | | to him
or her to pay the sum due. |
| 14 | | (b) Notwithstanding any provision of law to the contrary, |
| 15 | | the Comptroller shall not draw a warrant on the treasury for an |
| 16 | | amount that is less than $5, unless the person owed the money |
| 17 | | makes a request, in writing, to the Office of the State |
| 18 | | Comptroller that the Comptroller draw the warrant. Until the |
| 19 | | amount of the warrant equals $5, the Comptroller shall deposit |
| 20 | | the money into an interest-bearing account. The Comptroller |
| 21 | | shall adopt rules to implement the requirements of this |
| 22 | | subsection (b).
