| 1 | | AN ACT concerning finance.
|
| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The State Finance Act is amended by adding |
| 5 | | Section 11.2 as follows:
|
| 6 | | (30 ILCS 105/11.2 new)
|
| 7 | | Sec. 11.2. PAYGO budgeting. If a Public Act requires |
| 8 | | additional spending from State funds, then no appropriation for |
| 9 | | the additional spending required by the Public Act may be |
| 10 | | obligated or expended unless the Commission on Government |
| 11 | | Forecasting and Accountability certifies to the State |
| 12 | | Comptroller that the same or another Public Act specifically |
| 13 | | identifies adequate decreases in expenditures or enhancements |
| 14 | | in revenues to completely offset the additional spending |
| 15 | | required by the Public Act.

| 16 | | Section 99. Effective date. This Act takes effect upon |
| 17 | | becoming law.
