Amends the Timber Buyers Licensing Act. On or after the effective date of the amendatory Act, provides that a timber buyer who purchases timber in the State shall no longer be required to deduct from the payment to the
timber grower a percentage of the purchase price and forward such amount to the Department of Natural Resources. Provides that upon the effective date of the amendatory Act, a timber buyer is no longer required to pay to the Department, when the periodic report is submitted, a percentage amount equal to the gross value of the timber utilized during the period. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Timber Buyers Licensing Act is amended by |
| 5 | | changing Section 9a as follows:
|

| 7 | | Sec. 9a.
Until the effective date of this amendatory Act of |
| 8 | | the 97th General Assembly, when When a timber buyer purchases |
| 9 | | timber in this State, the buyer
shall determine the amount to |
| 10 | | be paid for such timber, or the value of items
to be bartered |
| 11 | | for such timber, and shall deduct from the payment to the
|
| 12 | | timber grower an amount which equals 4% of the purchase price |
| 13 | | and shall
forward such amount to the Department of Natural |
| 14 | | Resources, along with a report
of the purchase on forms |
| 15 | | provided
by the Department. On or after the effective date of |
| 16 | | this amendatory Act of the 97th General Assembly, this |
| 17 | | deduction shall no longer be required.

| 18 | | Every timber grower who utilizes timber produced on land he |
| 19 | | owns or operates
for sawing into lumber, for processing, or for |
| 20 | | resale, except a person who
occasionally uses his own timber |
| 21 | | for sawing or processing for his own use
and not for resale, |
| 22 | | shall report periodically, as required by regulation
of the |
| 23 | | Department, the quantity of timber produced and utilized by the |
