<synopsistitle></synopsistitle>
<SynopsisText>     Resolves that in alignment with the Department of Human Services' Strategic Plan for Fiscal Years 2011-2017, all children and adults with developmental disabilities living in Illinois will receive high quality services guided by a person-centered plan that maximizes individual choice and flexibility in the most integrated setting possible regardless of intensity or severity of need.</SynopsisText><synopsistitle>Senate Committee Amendment No. 1</synopsistitle>
<SynopsisText>Replaces everything after the title. Reinserts similar provisions, but with the following changes: Resolves that taking in account the resources available to the State, the progress of the Division of Developmental Disabilities' 7-year Strategic Plan will be measured by how it increasingly and judiciously provides that Illinois citizens with developmental disabilities, including both those currently served and those awaiting services (as determined by Prioritization of Urgency of Need for Services (PUNS)), are served in the most integrated setting consistent with the protections under Olmstead (rather than resolving that the Division's Strategic Plan will employ national utilization or funding rates as benchmarks to measure progress, and the Division will continue to monitor the Prioritization of Urgency of Need for Services (PUNS) waiting list to evaluate system-wide service needs). Removes language resolving that the input from families and guardians will be respected and taken into consideration in conjunction with the wishes of the individual.</SynopsisText><synopsistitle>State Debt Impact Note (Government Forecasting &amp; Accountability)</synopsistitle>
<SynopsisText>SJR 15 would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness.</SynopsisText><synopsistitle>Fiscal Note (Dept. of Human Services)</synopsistitle>
<SynopsisText>Given the uncertainty of resources available, the rebalancing initiatives already underway, and Federal Healthcare, it is difficult for the Department of Human Services to estimate the costs and savings for the various components of this resolution. </SynopsisText><synopsistitle>State Mandates Fiscal Note (Dept. of Commerce &amp; Economic Opportunity)</synopsistitle>
