<synopsistitle></synopsistitle>
<reference>415 ILCS 5/21.1</reference><aliasreference>from Ch. 111 1/2, par. 1021.1</aliasreference><SynopsisText>Amends the Environmental Protection Act. Provides that, except as otherwise provided in the Act, no person other than the State of Illinois, its agencies and institutions, or a unit of local government shall own or operate (rather than conduct) any waste disposal operation on or after March 1, 1985, which requires a specified permit, unless that person has posted with the Agency a performance bond or other security. Provides that, on and after the effective date established by the USEPA for MSWLF units to provide financial assurance under Subtitle D of the Resource Conservation and Recovery Act, no person, other than the State of Illinois, its agencies and institutions, shall own or operate (rather than conduct) any disposal operation at a MSWLF unit that requires a specified permit, unless that person has posted with the Agency a performance bond or other security. <SynopsisText>Replaces everything after the enacting clause. Reinserts the provisions of the introduced bill with the following changes: (1) adds an express reference to "MSWLF units" in order to specify that municipal solid waste landfill units are covered by the provisions of the introduced bill and (2) prohibits any person, other than the State of Illinois, its agencies and institutions, from owning or operating a MSWLF unit without a performance bond (rather than prohibiting a person, other than the State of Illinois, its agencies and institutions, from owning or operating a disposal operation at a MSWLF unit without a performance bond, as was case in the introduced bill). Effective immediately.</SynopsisText></synopsis>
