Provides for a person first elected or appointed to the Senate after the effective date of the amendatory Act to be a member of the State Employees' Retirement System of Illinois (rather than the General Assembly Retirement System). Allows a member of the Senate who is first appointed to that office on or after February 1, 2011 and who, prior to that date, has no service credit in the General Assembly Retirement System to transfer creditable service earned in the General Assembly Retirement System to the State Employees' Retirement System of Illinois for a limited time.
