<SynopsisText>Replaces everything after the enacting clause. Reinserts the engrossed bill with changes. Further amends the Department of Natural Resources (Conservation) Law of the Civil Administrative Code of Illinois. Requires individuals and group volunteers to bring their own reflective safety gear (instead of having the Department provide safety briefings and the reflective safety gear). Requires the Department to provide a certificate of appreciation to individual or group volunteers in recognition of their Adopt-A-Park efforts at a particular Department site (instead of requiring the Department to provide and install signs identifying volunteers that have adopted a particular park or park lands). Provides that volunteer services shall not include work historically performed by Department employees nor shall volunteer services be inconsistent with the terms of a collective bargaining agreement. Prohibits the State and the Department, its directors, employees, and agents from being held liable for any damages or injury suffered by any person as a result of his or her participation in the program or the actions or activities of volunteers, except in cases of willful and wanton misconduct. Requires any group, as well as its individual members who wish to volunteer, and any individual who wishes to volunteer to execute a general release and hold harmless agreement before beginning any volunteer activity or work. Requires an officer, director, or other representative of such a group to execute a general release and hold harmless agreement on behalf of the group. Effective immediately.</SynopsisText></synopsis>
