Makes a technical change in a Section concerning Divisions of the Department and appointment of officers.</SynopsisText><synopsistitle>Senate Floor Amendment No. 1</synopsistitle>

Creates the Racial and Ethnic Impact Research Task Force Act. Creates the Racial and Ethnic Impact Research Task Force to determine a practical method for the standardized collection and analysis of data on the racial and ethnic identity of arrestees by State and local law enforcement agencies. Provides that the Task Force shall hold one or more public hearings, at which public testimony shall be heard. Provides that the Task Force shall report its findings and recommendations to the General Assembly on or before July 1, 2012. Provides that the recommendations shall include, but are not limited to: (1) identifying a practical method for the standardized collection and analysis of data on the racial and ethnic identity of arrestees by State and local law enforcement agencies; and (2) providing proposed legislation, drafted with the assistance of the Legislative Reference Bureau, and using the identified practical method for the standardized collection and analysis of data on the racial and ethnic identity of arrestees by State and local law enforcement agencies, to create a Racial and Ethnic Impact Statement providing an analysis of the likely racial and ethnic identity of arrestees under proposed changes to the Criminal Code of 1961, the Code of Criminal Procedure of 1963, and the Unified Code of Corrections. Effective immediately.</SynopsisText></synopsis>
