<reference>New Act</reference><aliasreference></aliasreference><SynopsisText>Creates the Community Mental Health Services Accountability Act. Requires the Department of Human Services to draft and present no later than July 1, 2011 new administrative rules governing all community residential mental health services that are currently governed by the Illinois Administrative Code. Requires the new rules to include, but not be limited to, standards for environmental management of living arrangements; administrative requirements; monitoring and review; and licensure requirements. Contains provisions concerning the drafting and presentation of rules stipulating life safety standards; rules designed for supportive housing facilities; and the creation of an Outcome Monitoring Pilot Program. Effective immediately.</SynopsisText><synopsistitle>Senate Committee Amendment No. 1</synopsistitle>

Amends the Mental Health and Developmental Disabilities Administrative Act. Requires the Department of Human Services to draft and promulgate a new rule governing community residential mental health services for individuals with serious mental illness and rules specifically designed for supportive housing facilities that receive funds from the Department for this purpose. Requires the Department to make any and all surveys conducted on the outcomes and perceptions of the State's mental health delivery system available to the public on the Department's website. Provides that these surveys shall be posted beginning January 1, 2012 and shall be listed under a link entitled "publications" within the Division of Mental Health's portion of the Department's website. Requires the Department, in conjunction with the Department of Healthcare and Family Services, to create the Outcome Monitoring Pilot Program in which the Department shall identify a sample of client population residing in Cook County and served by specified agencies. Requires the Department to compile the data collected under the pilot program and submit a report to the General Assembly no later than October 1, 2013. Requires the pilot program to commence no later than July 1, 2012. Effective immediately.</SynopsisText><synopsistitle>Senate Floor Amendment No. 2</synopsistitle>
<SynopsisText>Replaces everything after the enacting clause. Amends the Mental Health and Developmental Disabilities Administrative Act. Provides that no later than December 31, 2011, and on December 31st of each of the following 4 years, the Department of Human Services shall prepare and submit an annual report to the General Assembly concerning the implementation of the Williams v. Quinn consent decree and other efforts to move persons with mental illnesses from institutional settings to community-based settings. Requires the Department of Human Services to draft and promulgate a rule governing community-based residential settings. Contains provisions concerning specified standards to be included in the rule. Effective immediately.</SynopsisText><synopsistitle>House Committee Amendment No. 1</synopsistitle>
<SynopsisText>Adds a provision requiring the Department of Human Services to conduct a statewide study no later than October 1, 2011 to assess the existing types of community-based housing and residential services currently being provided to individuals with mental illnesses in Illinois. Provides that the study shall include State-funded and federally-funded housing and residential services and that the results of the study shall be used to inform the Department's rulemaking process concerning community-based residential settings.</SynopsisText></synopsis>
