Provides that all discretionary grant programs for the purposes of renewable energy, green initiatives, or environmental safety administered by the Environmental Protection Agency or the Department of Commerce and Economic Opportunity are terminated, and the Comptroller shall order transferred, and the Treasurer shall transfer, into the General Revenue Fund all amounts that are designated for the making of grants under those programs and that are held in a special fund..
