Removes language providing that there shall be a 2-year moratorium on eligibility expansions under the Children's Health Insurance Program, the Covering ALL KIDS Health Insurance program, and the State's medical assistance program and instead provides that the moratorium shall be in effect for either (i) a period of 2 years after January 25, 2011 (the effective date of Public Act 96-1501), or (ii) until the State expands eligibility for legal residents with incomes up to 133% of the federal poverty level as mandated by the provisions of the federal Patient Protection and Affordable Care Act of 2010, whichever is longer.
