Provides that a mayor, president, alderman, trustee, clerk, or treasurer may, during the term of that office, also hold the office of budget officer. Effective immediately.</SynopsisText><synopsistitle>Senate Committee Amendment No. 2</synopsistitle>

Amends the Public Officer Prohibited Activities Act. Provides that an elected county official is prohibited from holding elected office in another unit of local government, if there is a disqualifying contractual relationship between the county and the other unit of local government. Provides that a general contractual relationship that is available to other units of local government in that county is not a disqualifying contract. Prohibits any person who holds elected office in a unit of local government from entering into an additional elected office in another unit of local government if he or she is: (i) earning service credit under the Pension Code as a result of holding the first elected office and (ii) will earn service credit under the Pension Code as a result of simultaneously holding the second elected office. Amends the Public Officer Prohibited Activities Act. Prohibits any member of a county board from being appointed to, accepting, or holding any office by appointment of the county board chairman, with the advice and consent of the county board, or by election of the county board of which he or she is a member other than: (i) chairman of the county board; (ii) member of the regional planning commission; or (iii) trustee of a forest preserve district; unless he or she first resigns from the office of county board member or as otherwise provided for by law. Provides that an elected county board member may serve as: (i) an elected mayor of a city or an elected president of the board of trustees of a village or incorporated town or (ii) an elected alderman of a city or an elected member of the board of trustees of a village or incorporated town, provided that the board member does not engage in certain prohibited activities. Prohibits any person who holds elected office in a unit of local government from entering into an additional elected office in another unit of local government if he or she: (i) is earning service credit under the Pension Code as a result of holding the first elected office and (ii) will earn service credit under the Pension Code as a result of simultaneously holding the second elected office.
