Prohibits a publisher of college textbooks from offering or giving anything of monetary value to any person involved in the selection of a textbook or supplemental material for a course taught at a public institution of higher education if the offer or gift influences or is intended to influence the action or judgment of the person in selecting a textbook or supplemental material. Prohibits a person involved in the selection of a textbook or supplemental material for a course taught at an institution from soliciting or accepting anything of monetary value from a publisher of college textbooks if the solicitation or acceptance influences or is intended to influence the action or judgment of the person in selecting a textbook or supplemental material.
