Provides that if health benefits coverage is offered under the Act through a health maintenance organization, then (i) at least one participating health maintenance organization must be accessible in each county with 50,000 or fewer inhabitants and (ii) at least 2 participating health maintenance organizations must be accessible in every county with more than 50,000 inhabitants.
