Provides that notwithstanding any other provision of the Act, no electric or gas public utility shall disconnect service to a residential customer or consider a residential customer in violation of his or her deferred payment arrangement if the residential customer has made the required payment by or on the due date, but his or her payment was not recorded as made on time as a result of a policy or a technical error on the part of the electric or gas public utility.
