Provides that the Department shall adopt criteria for the designation of a Main Street Community. Provides that the Department shall develop a plan for the Illinois Main Street Program. Provides that the Lieutenant Governor shall be the Ambassador of the Illinois Main Street Program. Creates the Illinois Main Street Fund. Effective immediately.Senate Floor Amendment No. 1 Adds reference to:20 ILCS 3954/1520 ILCS 3954/3520 ILCS 3954/45Replaces everything after the enacting clause. Reinserts the provisions of the engrossed bill with changes. Amends the Green Governments Illinois Act. Provides that, on and after the effective date of the amendatory Act, the Governor (instead of the Lieutenant Governor) is the chair of the Green Governments Coordinating Council. Provides that, on and after the effective date of the amendatory Act, the Lieutenant Governor, or his or her designee, is a member of the Green Governments Coordinating Council. Requires the annual submission of an environmental sustainability plan by each State agency. Requires the Governor's office (rather than the Lieutenant Governor's office) to provide the Council with administrative and technological support.
