Makes a technical change in a Section concerning assistance with exports.</SynopsisText><synopsistitle>House Committee Amendment No. 1</synopsistitle>

Provides that the Department shall adopt criteria for the designation of a Main Street Community. Provides that the Department shall develop a plan for the Illinois Main Street Program. Provides that the Lieutenant Governor shall be the Ambassador of the Illinois Main Street Program. Creates the Illinois Main Street Fund. Provides that, on and after the effective date of the amendatory Act, the Governor (instead of the Lieutenant Governor) is the chair of the Green Governments Coordinating Council. Provides that, on and after the effective date of the amendatory Act, the Lieutenant Governor, or his or her designee, is a member of the Green Governments Coordinating Council. Requires the annual submission of an environmental sustainability plan by each State agency. Requires the Governor's office (rather than the Lieutenant Governor's office) to provide the Council with administrative and technological support. Changes the minimum content and capability requirements for the Green Governments Illinois website. Effective immediately.</SynopsisText></synopsis>
