Provides that a vehicle is not required to pay a toll to use a toll highway if it bears Congressional Medal of Honor plates, Purple Heart plates, Bronze Star plates, Silver Star plates, Distinguished Service Cross Plates, or Distinguished Flying Cross plates. Provides that the Illinois State Toll Highway Authority shall adopt rules setting forth the procedures for granting those vehicles toll-free use of the toll highways, and the Secretary of State shall provide the Authority any information that the Authority may require in the implementation of those procedures.
