<synopsistitle></synopsistitle>
<reference>New Act</reference><aliasreference></aliasreference><SynopsisText>     Creates the Complete Streets Act. Provides that the Department of Transportation shall implement a complete streets policy concerning the planning, design, implementation, operation, and maintenance of roads in order to reasonably address the safety and accessibility needs of users of all ages and abilities. Provides that a complete streets policy considers the needs of motorists, pedestrians, transit users and vehicles, bicyclists, and commercial and emergency vehicles moving along and across roads, intersections, and crossings in a manner that is sensitive to the local context and recognizes that the needs vary in urban, suburban, and rural settings. Requires the Secretary of the Department of Transportation to file an annual report, beginning in 2012, no later than December 1st with the Governor and the General Assembly on the implementation and progress of the complete streets policy. Encourages local road authorities to adopt complete streets policies.</SynopsisText><synopsistitle>House Committee Amendment No. 1</synopsistitle>
<SynopsisText>Provides that "complete streets" includes a life-cycle cost analysis of pavement options and that a life-cycle cost analysis shall be a part of the complete streets implementation.</SynopsisText></synopsis>
