<reference>20 ILCS 3855/1-10</reference><aliasreference></aliasreference><reference>20 ILCS 3855/1-56</reference><aliasreference></aliasreference><reference>20 ILCS 3855/1-75</reference><aliasreference></aliasreference><SynopsisText>     Amends the Illinois Power Agency Act. Defines "distributed renewable energy generation device". In provisions concerning the Agency's procurement of renewable energy resources and in provisions concerning renewable portfolio standards, provides that at least the following percentages shall come from distributed renewable energy generation devices: 0.5% by June 1, 2013, 0.75% by June 1, 2014, and 1% by June 1, 2015 and thereafter. Further provides that half of the renewable energy resources procured from distributed renewable energy generation shall come from devices of less than 25 kilowatts in nameplate capacity and the other half from distributed renewable energy generation devices of greater than or equal to 25 kilowatts and less than or equal to 2,000 kilowatts in nameplate capacity. Provides that renewable energy resources procured from distributed generation devices may also count towards the required percentages for wind and solar photovoltaics. Provides that procurement of renewable energy resources from distributed renewable energy generation devices shall be done on an annual basis through multi-year contracts of no less than 5 years. Provides that the Agency shall take certain actions, if in any given year, funds are insufficient to cover the costs of complying with the target procurement of renewable energy resources in the required proportionate amounts. <SynopsisText>Deletes everything after the enacting clause and reinserts the bill as introduced, with the following changes: in provisions concerning the Illinois Power Agency's procurement of renewable energy resources and in provisions concerning renewable portfolio standards, provides that, to the extent available, half of the renewable energy resources procured from distributed renewable energy generation shall come from devices of less than 25 kilowatts in nameplate capacity; provides that the Agency shall create credit requirements for suppliers of distributed renewable energy; provides that in order to minimize the administrative burden on contracting entities, the Agency shall solicit the use of third-party organizations to aggregate distributed renewable energy into groups of no less than one megawatt in installed capacity; provides that these third-party organizations shall administer contracts with individual distributed renewable energy generation device owners; requires an individual distributed renewable energy generation device owner to have the ability to measure the output of his or her distributed renewable energy generation device; and deletes language that provides that the Agency shall take certain actions, if in any given year, funds are insufficient to cover the costs of complying with the target procurement of renewable energy resources in the required proportionate amounts.</SynopsisText></synopsis>
