<reference>5 ILCS 315/14</reference><aliasreference>from Ch. 48, par. 1614</aliasreference><SynopsisText>     Amends the Illinois Public Labor Relations Act. With respect to peace officers, fire fighters, and security employees, provides that, in the absence of an agreement, an arbitration panel's consideration of the unit of government's ability to meet costs is limited to existing revenues. Also requires the arbitration panel to consider the impact of an arbitration award on the municipality's staffing and funding of other operations.</SynopsisText></synopsis>
