Defines "taxing body" to mean the State of Illinois and its officers and agencies, units of local government, community college districts, and school districts. Provides that any taxing body purchasing or leasing vehicles on or after the effective date of the Act must purchase or lease vehicles whose final assembly occurred in the United States and must give preference to vehicles whose final assembly occurred in Illinois.
