Provides that no member of a county board, during the term of office for which he or she is elected, may be appointed to, accept, or hold any office unless he or she first resigns from the office of county board member prior to taking the oath of office to another office. Creates the Metro East Police District Commission. Sets forth the powers of the Commission. Contains provisions concerning the establishment of a special fund and intergovernmental agreements between municipalities. Limits the concurrent exercise of home rule powers. Amends the State Finance Act. Creates the Metro East Police District Fund. Amends the Counties Code. Provides that a county may adopt a mandatory fine of $100 to be paid by the defendant upon a judgment of guilty or a grant of supervision for any felony or violation of Section 11-501 of the Illinois Vehicle Code. Sets forth procedures for the deposit and use of the assessments. Amends the Illinois Municipal Code. Authorizes the Metro East Police District Commission to assume and perform for police districts within its boundaries the powers of a board of fire and police commissioners concerning police matters. Provides that one member of the Metro East Police District Commission appointed by the Governor shall represent an organization that represents the largest number of police officers employed by specified municipalities located within the Metro East Police District. Provides that any police department located within the District that does not adopt any rule or regulation established by resolution by the Commission shall not be eligible to receive funds from the Metro East Police District Fund. Creates the Metro East Police District Fund as a Fund in the custody of the Illinois Finance Authority. Removes a provision that authorized the Metro East Police District Commission to assume and perform for police districts within its boundaries the powers of a board of fire and police commissioners concerning police matters.
