<reference>220 ILCS 5/9-220.2</reference><aliasreference></aliasreference><SynopsisText>     Amends the Public Utilities Act. Provides that the Illinois Commerce Commission shall authorize a water or sewer utility to file a surcharge that adjusts rates and charges to provide for recovery of the costs of any increase in the water or sewer utility's gross receipts tax rate set forth in a certain provision of the Act, federal income tax rate, or State income tax rate. Provides that the Commission shall review and, by order, approve or approve as modified the surcharge within 180 days after the date on which it is filed.</SynopsisText><synopsistitle>House Floor Amendment No. 1</synopsistitle>

Amends the Public Utilities Act. Provides that a water or sewer utility may file a petition with the Commission, or the Commission may initiate a proceeding, to update any gross receipts tax rate set forth under certain provisions of the Act, federal income tax rate, or State income tax rate embedded in a water or sewer utility's base rates for a change in the tax rate if, from the date of filing or the order initiating the proceeding, the utility had received a rate order from the Commission in the previous 24 months. Provides that the Commission shall review and by order approve, or approve as modified, the change in base rates within 180 days after the date on which the proceeding is initiated.
