| WHEREAS, The members of the Illinois House of |
| 3 |
| Representatives are pleased to congratulate Harold O. Martin |
| 4 |
| III on the occasion of his retirement as Chief of the Yorkville |
| 5 |
| Police Department after 31 years of dedicated service; and
|
| 6 |
| WHEREAS, Harold Martin III has had a long and distinguished |
| 7 |
| career in law enforcement; he began his law enforcement career |
| 8 |
| as an officer with the Newark Police Department, serving there |
| 9 |
| from 1975 to 1979; he then accepted a position as an officer |
| 10 |
| with the Yorkville Police Department in 1979; in 1995, he was |
| 11 |
| promoted to the rank of Sergeant; in 1997, he was promoted to |
| 12 |
| the rank of Lieutenant; in 2001, he was promoted to Chief of |
| 13 |
| Police, where he remained until his retirement; and
|
| 14 |
| WHEREAS, Harold Martin III implemented numerous programs |
| 15 |
| at the Yorkville Police Department during his tenure as Chief; |
| 16 |
| he was instrumental in the establishment of the Board of Police |
| 17 |
| and Fire Commissioners; he started the department's traffic |
| 18 |
| unit, accident reconstruction program, and cadet program; he |
| 19 |
| started the first police department medication disposal |
| 20 |
| program in the State; he improved the department's K-9 unit |
| 21 |
| with the inclusion of an ATF bomb dog; he added a school |
| 22 |
| resource officer to the department; he also implemented the |
| 23 |
| department's administrative adjudication process; and
|
