HOUSE RESOLUTION

    WHEREAS, The members of the Illinois House of 
3
Representatives are pleased to congratulate Kevin Rutter on the 
4
occasion of being named the 2009-10 Illinois Teacher of the 
5
Year by the Illinois State Board of Education; and
  
 
6
    WHEREAS, Kevin Rutter earned his bachelor's degree from 
7
Eastern Illinois University and his master's degree in Urban 
8
Life Learning/Chicago Studies from Loyola University; and
  
 
9
    WHEREAS, Kevin Rutter has served as a teacher for 11 years; 
10
he currently serves as an economics teacher and debate team 
11
coach at Carl Schurz High School in Chicago; and
  
 
12
    WHEREAS, Kevin Rutter is well known by the administration, 
13
faculty, and students of Carl Schurz High School for his 
14
ability to communicate with teenagers, a skill he honed through 
15
his experiences as a middle child in his family; his skilled 
16
use of this trait helps foster a sense of trust in the 
17
classroom that helps his students better understand the course 
18
work; his teaching style also incorporates the use of 
19
multi-media and best-sellers, such as Freakonomics and The Flat 
20
World, and field trips in his daily lessons; and
  
 
21
    WHEREAS, Kevin Rutter was chosen from 10 finalists at the

35th annual Those Who Excel/Teacher of the Year Banquet in 
2
Peoria; as a Teacher of the Year winner, he will receive a 
3
lifetime tuition waiver to State universities and numerous 
4
products from SMARTer Kids; he will also will represent the 
5
State of Illinois at the NASA Space Camp in Huntsville, Alabama 
6
and in the National Teacher of the Year program; and
  
 
7
    WHEREAS, Kevin Rutter serves as a model of hard work, 
8
integrity, and dedication for the people of the State of 
9
Illinois; therefore, be it
  
 
10
    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 
11
NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 
12
congratulate Kevin Rutter on the occasion of being named the 
13
2009-10 Illinois Teacher of the Year and wish him continued 
14
success and happiness in the future; and be it further
  
 
15
    RESOLVED, That a suitable copy of this resolution be 
16
presented to Kevin Rutter as a symbol of our esteem and 
17
respect.
