| WHEREAS, The members of the Illinois House of |
| 3 |
| Representatives are pleased to congratulate Richard Rosenberg |
| 4 |
| on receiving the 58th Elmhurst Jaycees Distinguished Service |
| 5 |
| Award; and
|
| 6 |
| WHEREAS, Richard Rosenberg has been an Elmhurst resident |
| 7 |
| since 1967 and is the President and Owner of Phototek |
| 8 |
| Corporation, a worldwide government supplier of photographic |
| 9 |
| identification systems; he is a 17-year member of the Elmhurst |
| 10 |
| Chamber of Commerce and Industry, and served as a Director for |
| 11 |
| two three-year terms and was a five-year member of the |
| 12 |
| Executive Committee, including Chairman of the Board in 2004, |
| 13 |
| and chaired other Committees and Task Forces; and |
| 14 |
| WHEREAS, He earned his Bachelor of Arts degree from Beloit |
| 15 |
| College; he also owns Elmhurst Camera and Imaging Center and |
| 16 |
| both businesses are members of the Spring Road Business |
| 17 |
| Association; and
|
| 18 |
| WHEREAS, Mr. Rosenberg has a long history of enriching the |
| 19 |
| lives of Elmhurst residents by volunteering his time to many |
| 20 |
| different programs; in 1990 he created "Special Kids Day", a |
| 21 |
| day where physically and developmentally disabled children and |
| 22 |
| their families have a chance to see Santa Claus on their own |

| terms in a safe, nonjudgmental environment; the event has grown |
| 2 |
| by leaps and bounds, and in 2008 attracted more than 500 |
| 3 |
| children; and |
| 4 |
| WHEREAS, Mr. Rosenberg also developed the program "Easter |
| 5 |
| Bunny at Easter Seals DuPage County" for physically and |
| 6 |
| developmentally disabled children and their families; he also |
| 7 |
| volunteers his time as part of the Junior Achievement Program |
| 8 |
| at York Community High School and teaches in its Titan program; |
| 9 |
| and
|
| 10 |
| WHEREAS, Mr. Rosenberg, as a 28-year member of the Kiwanis |
| 11 |
| Club of Elmhurst, supports the Elmhurst Life Skills Academy |
| 12 |
| (ELSA) program at Elmhurst College; the Elmhurst Life Skills |
| 13 |
| Academy program offers a modified college structure to |
| 14 |
| qualifying special children that enhances their own abilities |
| 15 |
| and gives them the experience of going to college along with |
| 16 |
| the opportunity to earn a college certificate; and
|
| 17 |
| WHEREAS, Mr. Rosenberg's drive and generosity is also felt |
| 18 |
| far beyond the boundaries of Elmhurst; while in Africa in 2008, |
| 19 |
| he noticed shoeless children walking miles to and from school; |
| 20 |
| determined to help, he initiated and runs Soles for Africa, an |
| 21 |
| organization that collects gently used shoes and donates them |
| 22 |
| to children in Africa; Soles for Africa has already donated |
| 23 |
| over 450 pairs of shoes to needy African children; therefore, |

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |

| NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |

| congratulate Richard Rosenberg on this honor and wish him the |
| 5 |
| best in his future endeavors; and be it further
|
| 6 |
| RESOLVED, That a suitable copy of this resolution be |
| 7 |
| presented to Richard Rosenberg as a symbol of our respect.
