HOUSE JOINT RESOLUTION

    WHEREAS, The Illinois State treasury holds many special 
3
funds that have been created to hold moneys dedicated for 
4
particular purposes; and

 
5
    WHEREAS, Some of those special funds are dedicated for 
6
various purposes concerning veterans; and

 
7
    WHEREAS, In the recent past, the General Assembly has taken 
8
action to "sweep" moneys from certain dedicated special funds 
9
into the General Revenue Fund or other funds so that those 
10
moneys may be used for other purposes unrelated to the purposes 
11
for which the special funds were created; and

 
12
    WHEREAS, These "fund sweeps" result in less money being 
13
available for the purposes for which the special funds were 
14
created and have a significant negative impact on Illinois 
15
residents who would otherwise benefit from services funded by 
16
the moneys held in those special funds; and

 
17
    WHEREAS, "Fund sweeps" from special funds dedicated for 
18
various purposes concerning veterans, or any other similar 
19
budgetary maneuvers, will negatively impact those who have made 
20
great sacrifices to preserve the freedoms we enjoy in Illinois 
21
and the United States; therefore, be it

    RESOLVED, BY THE  HOUSE OF REPRESENTATIVES OF THE 
2
NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE 
3
SENATE CONCURRING HEREIN, that special funds in the State 
4
treasury that are dedicated for purposes concerning veterans 
5
shall not be subject to sweeps, administrative charge-backs, 
6
including, but not limited to, those authorized under Section 
7
8h of the State Finance Act, or any other fiscal or budgetary 
8
maneuver that would in any way transfer any funds from such 
9
special funds into any other fund of the State.
