| HOUSE JOINT RESOLUTION
|

| WHEREAS, On February 17, 2009, President Barack Obama |
| 3 |
| signed the American Recovery and Reinvestment Act of 2009, |
| 4 |
| which is a $787 billion economic stimulus package that will |
| 5 |
| provide hundreds of billions of dollars to the states for |
| 6 |
| economic recovery; and
|
| 7 |
| WHEREAS, Illinois will receive billions of dollars under |
| 8 |
| the package for education, social service programs, and |
| 9 |
| infrastructure projects; and
|
| 10 |
| WHEREAS, The majority of funds are intended to flow through |
| 11 |
| funding formulas for existing programs; however, there is a |
| 12 |
| potential for some funding to be left to the discretion of the |
| 13 |
| Governor; therefore, be it
|
| 14 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 15 |
| NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE |
| 16 |
| SENATE CONCURRING HEREIN, that the Governor should not use any |
| 17 |
| funds obtained by Illinois through the American Recovery and |
| 18 |
| Reinvestment Act of 2009 for new programs unless the program is |
| 19 |
| created by the General Assembly and the General Assembly makes |
| 20 |
| appropriations for the program; and be it further

| RESOLVED, That any new programs should be scheduled to |
