Provides that a Correctional Budget and Impact Note must be affixed to a bill that creates a new criminal offense for which a commitment to the Department of Juvenile Justice may be imposed. Provides that within 5 days after receiving the statement from the appropriate official who prepared the Note and prior to second reading in the house of introduction, the sponsor shall file with the Clerk of the House or the Secretary of the Senate, as appropriate, a written statement identifying the sponsor's preferred means of funding the costs to be incurred by the legislation. Provides that the required identification shall be made either by specifying (i) the additional tax or other revenue source from which an amount equal to the costs identified are to be generated or (ii) the specific line item or items in the budget for the current fiscal year that would be reduced or eliminated to reach an amount equal to the costs identified.</SynopsisText><synopsistitle>House Committee Amendment No. 1</synopsistitle>

Amends the State Finance Act. Provides that money in the Capital Projects Fund shall, if and when the State of Illinois incurs any bonded indebtedness using the bond authorization enacted in this amendatory Act, be set aside and used for the purpose of paying and discharging annually the principal and interest on that bonded indebtedness. Provides that, upon delivery of general obligation bonds using bond authorization enacted in this amendatory Act, the State Comptroller shall compute and certify to the State Treasurer the total amount of principal of, interest on, and premium on such bonds during the then current and succeeding fiscal year. Also makes technical changes. Amends the General Obligation Bond Act. Increases the total amount of authorized General Obligation Bonds. Makes various other increases to certain amounts authorized to be used for specific purposes. Provides that, beginning with the next issuance by the Governor's Office of Management and Budget to the Procurement Policy Board of a request for quotation for the purpose of formulating a new pool of qualified underwriting banks list, all entities responding to such a request for quotation for inclusion on that list shall provide a written report to the Governor's Office of Management and Budget and the Illinois Comptroller indicating the type and volume of the credit default swaps market in which they are involved. Provides that any entity on a Governor's Office of Management and Budget's pool of qualified underwriting banks list shall provide a written report to the Governor's Office of Management and Budget and the Illinois Comptroller indicating the type and volume of the credit default swaps market in which they are involved. Amends the Build Illinois Bond Act. Increases the total amount of authorized Bonds. Makes various other increases to certain amounts authorized to be used for specific purposes. Amends the General Provisions, General Assembly, State Employees, State Universities, Downstate Teachers, Judges, and Investment Board Articles of the Illinois Pension Code. Requires a description of every contract for qualified fund-of-fund management services to be posted in a conspicuous manner on the web site of the retirement system, pension fund, or investment board and include the name of the fund-of-funds, the name of its investment adviser, the total investment commitment of the retirement system, pension fund, or investment board to invest in such fund-of-funds, and a disclosure approved by the board describing the factors that contributed to the investment in such fund-of-funds. Provides that a provision concerning the investment authority of the Illinois State Board of Investment must not be construed to prohibit the Board from directly investing pension assets in public market investments, private investments, real estate investments, or other investments authorized by the Code. Provides that the limitation on the State's required contribution to each of the specified systems for each fiscal year is calculated by subtracting the portion of the State's total debt service payments for that fiscal year on the bonds issued in fiscal year 2003 (rather than on the bonds issued) from the amount of the required State contribution that would have been calculated for that fiscal year if the system had not received certain payments under the General Obligation Bond Act. Specifies, however, that for fiscal years 2008 through 2010, these maximum amounts are increased in equal increments calculated by the sum of the required State contribution in 2007 and the applicable portion of the State's total debt service payments for 2007 on bonds issued in fiscal year 2003 (rather than on bonds issued). Amends the School Construction Law. Provides that if a school district has been issued a school construction grant in Fiscal Year 2010 and was on the FY2002 priority ranking, the Capital Development Board shall escalate the state share grant amount of the project based on a 3% annual escalation rate.
