Defines "person" to also mean any public school or any licensed day care center. Provides that only a person who is certified or licensed as a structural pest control technician by a contiguous state or the federal government may apply for reciprocal certification without an examination by the Department in those sub-categories or areas for which the applicant holds certification or licensure. Provides that the Department shall adopt rules for any examinations required for the proper administration of the Act, including any category or sub-category examination involving the use of general or restricted use pesticides and any examination which may be required under certain categories specified in the rules adopted by the Department of Agriculture in the Illinois Administrative Code. Provides that any fine that remains unpaid 60 days after receiving notice from the Department may be submitted to any other public or private agency for collection of the amounts owed plus any fees and costs incurred during the collection process (now, may only be submitted to the Attorney General's Office). Provides that only the Department of Public Health and any local health department shall not be required to pay any fees, nor shall the employees thereof engaged in pest control activities in their official capacity be required to pay any fees for examination, certification, or renewal of certification (now, the State, any agency thereof, or any local unit of government). Makes changes in provisions concerning definitions, license or registration renewal, renewal of technician certification, violations, notification, and penalty. Makes other changes. <SynopsisText>Deletes everything after the enacting clause and reinserts the bill as introduced, with the following changes: (1) in the definition of "structural pest control", replaces references to "within 10 feet of a structure" with "around a structure"; and (2) notwithstanding any other law, provides that an applicator who is licensed or certified under the Illinois Pesticide Act may not engage in structural pest control as defined in the Structural Pest Control Act unless the applicator is also licensed and certified under the Structural Pest Control Act. Effective immediately.</SynopsisText><synopsistitle>House Committee Amendment No. 1</synopsistitle>
<SynopsisText>Makes a change to the definition of "Structural Pest Control". In a provision concerning reciprocity, removes limitation that certification or licensure must be by a contiguous state.
