Amends the Illinois Bank Examiners' Education Foundation Act. Provides that the purpose of the Illinois Bank Examiners' Education Foundation is to further continuing education for employees of the Division. Provides that references to "Board" in the Act refer to the State Banking Board of Illinois and that the Foundation shall be governed by the State Banking Board of Illinois (instead of the Board of Trustees). Changes provisions concerning liability. Amends the Illinois Banking Act. Changes provisions concerning the powers of the Secretary. Changes provisions concerning the membership composition and terms of office of members of the State Banking Board of Illinois. Changes provisions concerning the powers of the Board, including powers related to fund transfers, investment of funds, and continuing education programs. Amends the Illinois Bank Holding Company Act of 1957. Provides that the specified powers apply to the Secretary (instead of the Commissioner).
