Removes a requirement that each taxpayer who has been granted a Senior Citizens Homestead Exemption in a county with 3,000,000 or more inhabitants must reapply on an annual basis. Provides that in all counties (instead of counties with less than 3,000,000 inhabitants) the county board may, by resolution, provide that a taxpayer who qualifies for the exemption need not reapply.
