Requires the Office of the Auditor General to operate a toll-free telephone hot line for the public to report allegations of fraud in the executive branch of State government. Authorizes the Office to conduct audits concerning alleged fraud and to refer allegations of fraud to the appropriate law enforcement authority or other governmental entity with jurisdiction over the alleged fraud.
