Provides that, in Cook County, certificates of error that are issued to grant senior citizens homestead exemptions, senior citizens assessment freeze homestead exemptions, or general homestead exemptions may not be issued for more than the 10 assessment years (instead of 3 assessment years) immediately preceding the assessment year for which the exemption was approved.
