Requires the State Board of Education to establish a 2-year pilot program in which graduate students author textbooks for students in kindergarten through grade 12. Provides that the textbook must be written by a graduate student attending a public university in this State, submitted to a professor at that university for editing and approval, and submitted to the State Board for final approval.
