In provisions concerning the determination of whether a participant's earnings for any academic year used to determine the final rate of earnings exceeds the amount of his or her earnings with the same employer for the previous academic year by more than 6%, requires that the Illinois Community College Board's rules for recommending lists of promotional positions submitted to the Board by community colleges and for reviewing the promotional lists on an annual basis be adopted within 3 months after the effective date of the amendatory Act.
