Provides that the application must contain certain information. Provides that the initial appropriation for a new service area is an amount equal to 65% of eligible operating expenses for the new service area. Provides that, if the applicant is an existing participant that is extending its service area, then, in the first fiscal year following the extension of the service area, that participant's appropriation shall exceed its 10% annual growth by an amount equal to 65% of eligible operating expenses of its approved budget for the new service area.</SynopsisText><synopsistitle>Senate Committee Amendment No. 1</synopsistitle>
<SynopsisText>Provides that the Department of Transportation shall develop an application process for participants to request an initial appropriation or an appropriation that exceeds the appropriation formula amount provided under the Downstate Public Transportation Act for the purpose of funding service in a new or expanded area in the next fiscal year. Provides that the application must include certain information. Provides that, if the Department approves the application, it shall recommend to the Governor an appropriation for the next fiscal year in an amount sufficient to provide 65% of projected eligible operating expense associated with a new participant's service area or the portion of an existing participant's service area that has been expanded by annexation or intergovernmental agreement. Provides that the recommended appropriation may exceed the formula amount.</SynopsisText></synopsis>
