Provides that a fireman who qualifies for a minimum annuity and retires after September 1, 1967 but has not received the initial increase to his or her annuity before January 1, 2011 is entitled to receive the initial increase on (1) January 1, 2011, (2) the first anniversary of the date of retirement, or (3) attainment of age 55, whichever occurs last.
