Effective immediately.Fiscal Note, House Committee Amendment No. 1 (State Board of Elections) HB 4872 (H-AM 1) would have no fiscal impact on the operations of the State Board of Elections. However, it would have a staffing and fiscal impact on the local election authorities. Fiscal Note, House Committee Amendment No. 1 (Illinois Board of Higher Education) The Board of Higher Education (IBHE) contacted all nine public universities to gather cost estimates of HB 4872 (H-AM 1). IBHE received a response from three public universities. Six public universities did not respond. Of those responding, two institutions indicated no cost associated with providing the necessary space.
