<reference>5 ILCS 420/3A-40 new</reference><aliasreference></aliasreference><SynopsisText>     Amends the Illinois Governmental Ethics Act. Requires all references and recommendations concerning any individual for nomination, appointment, or employment (i) as a member or employee of an executive board or commission or (ii) as an official or employee of an executive State agency to be made in writing and signed by the individual or entity making the reference or recommendation. Provides that the references and recommendations are public documents and open to public inspection and copying. Defines "executive board or commission" and "executive State agency" the same as those terms are defined in the Officials and Employees Termination Act of 2009. Makes violation a business offense. <SynopsisText>Defines "executive board or commission" as each executive branch board or commission created by law that is not under the jurisdiction and control of the Lieutenant Governor, Attorney General, Secretary of State, Treasurer, or Comptroller, but does not include the State Board of Elections. Defines "executive State agency" as each executive branch department, agency, institution, authority, public institution of higher learning, and body politic and corporate of the State created by law that is not under the jurisdiction of the Lieutenant Governor, Attorney General, Secretary of State, Treasurer, or Comptroller, but does not include the State Board of Elections.</SynopsisText></synopsis>
