Provides that the Secretary of State may disclose the applicant's social security number or any associated information obtained from the Social Security Administration without the written request or consent of the individual to the Department of Veterans' Affairs for the purpose of confirming veteran status for qualification for distinct identification cards or veteran special license plates.
