Requires the Department of Revenue to offer a special instant scratch-off game to support Illinois Route 66, to commence on July 1, 2009. Provides that the net revenue from the game shall be deposited into the Illinois Route 66 Fund for appropriation by the General Assembly to the Department of Commerce and Economic Opportunity for the purpose of making grants to not-for-profit corporations that have a statewide impact on Illinois Route 66. Amends the State Finance Act to create the Illinois Route 66 Fund. Effective immediately.</SynopsisText></synopsis>
