<reference>15 ILCS 405/30 new</reference><aliasreference></aliasreference><SynopsisText>     Amends the State Comptroller Act. Requires that the Comptroller publish each comprehensive annual financial report (CAFR) within 6 months after the end of the fiscal year to which the report relates. Requires that the Comptroller give notice of a publication delay to the Governor and legislative leaders and on the Comptroller's official website. Amends the State Comptroller Act. With certain exceptions, requires each State agency to report the necessary information to the Comptroller by each October 31 for the Comptroller's publication of the State's comprehensive annual financial report by each December 31. Establishes measures to deal with delinquent or insufficient reports from State agencies, including the Comptroller's withholding of compensation and expense reimbursement of the director or secretary of a delinquent State agency and the development of action plans by delinquent State agencies.</SynopsisText><synopsistitle>Senate Floor Amendment No. 2</synopsistitle>
<SynopsisText>Removes the Comptroller's authority to withhold the salary and expense reimbursement of a State agency director or secretary who fails to provide the required financial information. Requires that a State agency respond within 7 business days after receiving the Comptroller's notification of delinquency or inadequacy of the financial information and provide that response to the Governor, Comptroller, and legislative leaders. Permits the Comptroller to post those responses on his or her website.</SynopsisText></synopsis>
