Contains provisions concerning the limitations on an agency's maintenance of personal records. Contains provisions concerning civil remedies. Contains provisions concerning agency responsibilities. Contains provisions concerning the Attorney General's responsibilities. Contains provisions concerning government contractors. <SynopsisText>Includes the Auditor General or any of his or her authorized representatives that are acting in the course of the performance of his or her duties to a list of individuals or agencies that are exempt from disclosing personal records without the prior written consent of the individual to whom the record pertains.</SynopsisText><synopsistitle>House Floor Amendment No. 2</synopsistitle>
<SynopsisText>Provides that the list of individuals or agencies that are exempt from disclosing personal records without the prior written consent of the individual to whom the record pertains includes a consumer reporting agency as permitted or allowed by federal or State statute.</SynopsisText><synopsistitle>Senate Floor Amendment No. 1</synopsistitle>
<SynopsisText>Deletes everything after the enacting clause. Reinserts the contents of the engrossed bill with the following changes. Changes the definitions for the terms "local agency" and "personal record". Specifies that certain provisions apply to an individual's personal records. Changes provisions concerning (1) access to an individual's personal records, (2) changes to an individual's personal records, and (3) limitations on an agency's (i) disclosure and (ii) maintenance of an individual's personal records. Changes provisions concerning civil remedies. Changes provisions concerning the responsibilities of the Attorney General.</SynopsisText><synopsistitle>Senate Floor Amendment No. 2</synopsistitle>
<SynopsisText>Removes certain informational requirements in the required notice of the existence and character of a system of records that each agency that maintains a system of records must comply with in the Act.</SynopsisText></synopsis>
