Creates the Persons with Disabilities Fund as a special fund in the State treasury. Provides that a person who commits an offense against traffic regulations governing the movement of vehicles, in addition to any other penalty imposed by the court, shall pay a $15 surcharge to be deposited in the Persons with Disabilities Fund.
