Changes the short title from the Professional Boxing Act to the Professional Athletics Act. Provides that no member shall be appointed to the Board for a term which would cause lifetime service to be more than 9 years (now, continuous service). Increases the maximum amount for fines and civil penalties under the Act from $5,000 to $10,000 per violation or offense. Amends the Regulatory Sunset Act and the Unified Code of Corrections to reflect the change in short title from the Professional Boxing Act to the Professional Athletics Act.
