<SynopsisText>Replaces everything after the enacting clause. Amends the Tobacco Accessories and Smoking Herbs Control Act. Provides that it is a Class C misdemeanor to knowingly sell, distribute, or offer for sale or distribution in this State any smokeable tobacco product or any component part thereof which contains a constituent (including a smoke constituent) or additive or artificial or natural flavoring that produces a characterizing flavor. Provides that these provisions do not apply to the sale, distribution, or offering for sale or distribution in this State of any cigar with a pre-tax retail price of $3 or more.</SynopsisText></synopsis>
