Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois and the Gifts and Grants to Government Act to delete obsolete language relating to a previous vacancy. Amends the Executive Reorganization Implementation Act (i) to supersede Executive Order 09-06 (concerning transfer of the Historic Preservation Agency) and to declare it of no force and effect and (ii) to exclude the Historic Preservation Agency from the definition of "agency directly responsible to the Governor".
