<reference>25 ILCS 170/5</reference><aliasreference></aliasreference><SynopsisText>     Amends the Lobbyist Registration Act. Makes the annual registration fee $150 for any entity qualified under Internal Revenue Code Section 501(c) (now, $150 for entities qualified under Section 501(c)(3) and $350 for entities qualified under any other provision of Section 501(c)). Creates the Lieutenant Governor Vacancy Act. Provides that the Governor shall assume and exercise the powers and duties of the Lieutenant Governor while the position of Lieutenant Governor is vacant. Authorizes the Governor to delegate any of those powers to an appropriate State employee, officer, or agency. Authorizes expenditure of appropriations. Authorizes the Governor to either suspend or continue the Office of the Lieutenant Governor. Includes provisions relating to contracts and employment. Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois and the Gifts and Grants to Government Act to delete obsolete language relating to a previous vacancy. Amends the Department of Commerce and Economic Opportunity Law to transfer the Illinois Main Street Program to the Office of the Lieutenant Governor. Amends the Executive Reorganization Implementation Act (i) to supersede Executive Order 09-06 (concerning transfer of the Historic Preservation Agency) and to declare it of no force and effect and (ii) to exclude the Historic Preservation Agency from the definition of "agency directly responsible to the Governor".
