| AN ACT concerning vehicles.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Illinois Vehicle Code is amended by adding |
| 5 |
| Section 11-1514.5 as follows:
|

| Sec. 11-1514.5. Bicycle riding events. |
| 8 |
| (a) Bicycle riding events, whether for charitable, |
| 9 |
| fundraising, or tourism purposes, that are held fully or |
| 10 |
| partially on a highway shall not be unlawful when a riding |
| 11 |
| event has been approved by the State or local authorities on a |
| 12 |
| highway under their respective jurisdictions. Approval of |
| 13 |
| bicycle highway riding events shall be granted only under |
| 14 |
| conditions that assure reasonable safety for all participants, |
| 15 |
| spectators, and other highway users. |
| 16 |
| (b) By agreement with the approving authority, |
| 17 |
| participants in an approved bicycle highway riding event may be |
| 18 |
| exempted from compliance with any traffic laws that would |
| 19 |
| otherwise be applicable, provided that traffic control is |
| 20 |
| adequate to assure the safety of all highway users.
